Senior Director of Programs
Jeremy oversees NALCAB’s Small Business Investments, Financial Capability, and Solutions Lab advisory programs. His experience spans two decades of planning and implementing community economic development initiatives across the US and Latin America. Jeremy’s expertise includes creating access to and management of federal funds, small business and affordable housing development, commercial kitchen and marketplace development, and lending and CDFI development. NALCAB members benefit from his organizational resource development capabilities, strategic planning, and commitment to promoting the economic advancement and stability of low-and moderate-income communities.
Carter has a strong working knowledge of HUD Rural Capacity Building, HUD OneCPD/Community Compass, HUD Neighborhood Stabilization Program, EDA, Opportunity Zones, SBA PRIME and WBC, US Treasury CDFI, US HHS Community Economic Development, US Commerce MBDA, and USDA Intermediary Relending and Rural Business Development programs.
A Bilingual (English/Spanish) speaker, Jeremy served in the US Coast Guard and US Peace Corps – Guatemala. He received his Bachelor of Arts from UNC-Wilmington and his Master of Arts from the University of Arizona.
