Larry Garcia serves as Chief Lending and Asset Management Officer at NALCAB which is a US Treasury certified Community Development Financial Institution (CDFI). Larry oversees and expands the organization’s CDFI lending and investment activities (internal and third-party). He also leads efforts to build the capacity of emerging CDFIs within our network and raise capital for underserved communities.
A native of El Paso, Texas, Larry was a founding supporter of NALCAB and long-standing member of its board of directors. He earned an MBA (Accounting, Statistics & Management Information Systems) and a Bachelor of Business Administration (Accounting, Management, Statistics) from the University of Texas at El Paso.
Larry has over 30 years’ experience in creating programs that target underserved and Latino communities for asset development and access to affordable capital including: small business and consumer lending; real estate and mortgage lending; financial education and home ownership programs; operating a housing counseling agency, and affordable home development.
He has worked with regulated and unregulated cooperative financial institutions in various positions including: Chairman, board member, CEO and Vice President. Previously, Larry served as President of a commercial and home mortgage company specializing in the Hispanic and low-to-moderate income and affordable home markets.
Larry served on US HUD’s Housing Counseling Federal Advisory Committee from 2016 – 2018 representing the mortgage sector. He also previously served in advisory committees to Fannie Mae, Dept of Treasury, IRS and the City of El Paso, among others. He has been recognized for his work by various organizations including the US Congress and the Senate of the State of Texas.
