Larry Garcia is the Director of Lending and Asset Management at the National Association for Community Asset Builders (NALCAB). As an extension of NALCAB’s Community Development Financial Institution (CDFI) designation, this new role has been created to oversee and expand the organization’s lending and investment activities (internal and third-party). He will also lead NALCAB’s work of building the capacity of emerging CDFIs within our network and raising capital for underserved communities.

A native of El Paso, Texas, Larry was a founding supporter of NALCAB and long-standing member of its board of directors.  He earned a Master of Business Administration (Accounting, Statistics & Management Information Systems) and a Bachelor of Business Administration (Accounting, Management, Statistics) from the University of Texas at El Paso.

Larry has extensive training and experience in financial education, home ownership programs, affordable home development, small business lending, and mortgage lending. He has worked with Credit Unions for nearly 34 years in various positions including: Chairman, board member, CEO and Vice President. Previously, he was President of a commercial and home mortgage company specializing in the Hispanic and low-to-moderate income, and affordable home markets. Larry served on US HUD’s Housing Counseling Federal Advisory Committee from 2016 – 2018 representing the mortgage sector. He also previously served in advisory committees to Fannie Mae, IRS, and the City of El Paso, among others.
